NOTICE is hereby given that:

On this 19th day of November 2019, the Pawnee Nation Tax Commission met and propose the following Amendments:

Propose Amendment #1

Increase all existing vehicle tax rates by 15% per tax bracket.

Propose Amendment #2

Assess a 1.5% excise tax on first-year registration of the vehicle. Excise tax to be based on the actual purchase price as long as it falls within 20% above or below the average NADA retail value of the vehicle.

Propose Amendment #3

Increase vehicle tax bracket cap from $15,000 to $80,000 and implement tax brackets in between.

Propose Amendment #4

Enrolled Pawnee Tribal Member Elders, 65 years of age and up, shall be entitled to annually register 2 vehicles at a discount of 25% per tag. All other vehicles will be registered at the regular rate.

Public hearing for Pawnee Tribal Members will be provided by submitting written comments on these proposed amendments to the Pawnee Nation Tax Commission General Revenue and Taxation Act.

Written comments will be presented to the Pawnee Nation Tax Commissioners at their next scheduled meeting.

NOTICE

The Pawnee Nation Liquor Control Commission (PNLCC) is engaging the Pawnee Nation Community in a comment period for revisions being proposed for the Pawnee Nation Liquor Control Act. On November 21st, 2019, the PNLCC met and propose the following amendments and addition.

Proposed Amendment #1
Article VII. Assessment Fees (1) Assessment Fees.

Current: The Commission shall have the authority, as may subsequently be specified under tribal law, to collect fees levied or set by the Council on each retail sale of alcoholic beverages within Indian Country based upon a percent of the retail sale price. All fees from the sale of alcoholic beverages within Indian Country shall be deposited in the General Treasury of the Pawnee Nation.

Suggested Revision: The Commission shall have the authority, as may subsequently be specified under tribal law, to collect fees levied or set by the Council, for person or entity licensed by the Pawnee Nation or tribally owned business, on each retail sale of alcoholic beverages within Indian Country based upon a percent of the retail sale price. All fees from the sale of alcoholic beverages within Indian Country shall be deposited in the General Treasury of the Pawnee Nation.

Proposed Amendment #2
Change of Article XII. Amendment and Construction to Article XIII. Amendment and Construction.

Proposed Addition #1
Article XII. Conformance with Tribal, State and Federal Law.

This act conforms with all Tribal law and governing documents. All provisions and transactions under this Act shall be in conformity with Oklahoma State law regarding the sale of Alcoholic Beverages and to the extent required by 18. U.S.C. §1161, provided that §1161 shall not be deemed to waive Tribal sovereign immunity in any respect, and will all Federal laws regarding alcohol in Indian Country.

Public hearing for Pawnee Tribal Members will be provided by submitting written comments on these proposed amendments and addition to the Pawnee Nation Liquor Control Commission.
