At PTDC, all of the gaming developments that originally began 3 years ago are once again moving forward. PTDC is currently in negotiations with one company to finance the Travel Plaza expansion; and having preliminary discussions with a second company regarding thc Chilocco gaming facility. At this time, every indication is that the Travel Plaza expansion will proceed as originally planned. The 15,000sf expansion includes 300 machines and an 85-seat restaurant.

While the expectation of expanding gaming is at the forefront, PTDC expects that a new tribally-owned construction company will be working with the general contractor on the construction of these facilities. The new construction management staff will he mentored by an established construction company. From partnering with the company in the construction of the new gaming facilities, PTDC plans to gain experience that will be taken advantage of when the two companies utilize a teaming agreement to pursue federal contracts.
Though the completion of these facilities has taken much longer than anyone had hoped, the PTDC's progress is a reflection on the Business Council's willingness to work together positively to achieve success in the best interest of the Nation. Three years of setback will be replaced with three years of progress and the outcome will be significant.
OCTOBER FINANCIAL OVERVIEW
FINANCIAL RESULTS
During October 2007, the combined operations of all PTDC entities had an operational net income of $31,423 bringing year-to-date combined operational income to 165,368. Including this month's income sharing distribution of $15,712. $114,551 of this total operational income for 2007 has been distributed directly to the Tribe. This represents 69.27% of PTDC's operational income.
IMPACT ANALYSIS
The normal operating expenses were $265,384 of which $94,568 or 36% were for payroll expenses. The year-to-date operating expenses were $2,550,401 of which $988,808 or 39% were for payroll expenses. PTDC employed an average of 73 employees during the month compared with 61 employees compared to the same period last year.
In addition, during the month PTDC made payments and accruals to the Gaming Commission for assessments and licenses of $17,549. This brought direct payments and assessments for the Gaming Commission for the year to $118,373.
The Trading Post retail operations, the Travel Plaza and Subway combined to collect and remit $4,078 of sales tax to the Tribal Tax Commission for the month. This brought the total amount of sales taxes collected and remitted to the Commission to $41,908 for the year.
In addition direct rent payments of $3,700 were paid for tribal facilities bringing the total to $37,000 for the year.
The total amount of payments made directly to the tribe from January 1, 2007 through October 31, 2007 for assessments, licenses, distribution of profits, rents and sales taxes was $311,832 as compared to $475,064 during this time period the previous year.
