Enrollment- Responsible for the maintenance of the Pawnee Nation tribal enrollment records. Partially responsible for the yearly disbursement of the Pawnee Annuity. Furnishes listing of enrolled tribal members eligible to receive that year's annuity to the Finance Department for processing checks. August 1 of each year was designated over the years as the cut-off date for lawfully enrolled members of the Pawnee Nation of Oklahoma to be included on the annuity rolls of that year. For example, enrolled members eligible to receive the FY-2005 annuity disbursement will have been approved by Resolution Vote of the Pawnee Business Council by August 1, 2005 to be eligible to receive annuity for FY-2005. However, will remain as part of the historical count of the Pawnee Nation Membership Master database.

Enrollment Procedures
Persons desiring to be considered for enrollment in the Pawnee Nation of Oklahoma must meet the eligibility requirement of at least 1/8 degree Pawnee Indian Blood, completed enrollment application, and family tree chart with the enrollment assistant. This application will list all information required of the applicant. The application form will be provided by the enrollment assistant and must be returned completed and accompanied with any documentation not limited to:

  • Applicant’s original state-issued birth certificate
  • Family Tree Chart
  • Enrollment Change of Address
  • Conditional Relinquishment - Adult and Minor
  • Adoption documents
  • Notarized Paternity Affidavit signed by both mother and father of applicant
  • A DNA or genetic marker test (obtained at the applicant’s sole expense) determining the probability that a specific tribal member is the natural parent of the applicant to be not less than 97% certainty.
  • Hospital Birth Record (must show attending physician and registered nurse’s signature on record) or any other information needed to determine eligibility. Any legal document must be original or certified true. The burden of proof lies on the applicant. Original documents will be returned to the applicant via certified mail receipt.

All documentation mailed and received by the Pawnee nation of Oklahoma must have the following brief statement shown on the envelope for Privacy Act purposes. On the front of the envelope please state: "Confidential Information". This will flag the mail clerk or receptionist responsible for sorting and stamping incoming mail to not open the envelope and forward to the Enrollment Office for their disposal and/or use. Original documents submitted with the enrollment application will be photocopied and the original returned to the applicant by Certified/Registered Mail Return Receipt.

If an applicant has specified that he/she possesses other Indian blood beside Pawnee Indian Blood, then a contact is made to that specific tribe to verify enrollment. “Dual Enrollment” between tribes is not recognized by the Pawnee Nation. If it is found that the applicant is an enrolled member of another tribe, then they will be notified by mail to decide which tribe they wish to remain as a member. A “Conditional Relinquishment” form will accompany such notification.

Once the above reviews have been made, the enrollment assistant contacts the chairperson of the Enrollment Committee to schedule a committee meeting to review all applicants for enrollment. (These meetings usually occur once a quarter, but could meet upon receipt of a large volume of applications).

Applications are reviewed by the enrollment committee. If any additional information is needed or requested by the committee, then the enrollment assistant will make a contact with the applicant to submit further documentation or proof of decadency.

When the enrollment committee makes their recommendations, these applications are further submitted to the Nasharo Chiefs Council for their review and concurrence with the enrollment committee on their actions.

After the above processes have been completed then the recommendation of approval for eligible applicants will be submitted to the Pawnee Business Council for final approval by Resolution.

Notification is made to eligible applicants of their approval of membership to the Pawnee Nation with the Resolution number and enrollment number shown on the Certificate Degree of Pawnee Indian Blood (CDIB) card.
